Japan got fucked in few border skirmishes against Soviets and decided to drop that frontier.

They were severally outmatched by Russian forces in the East and there was nothing of grand strategic significance to be won for thousands of miles on the Sino-Russian front. The reason they attacked America was because a confrontation was seen as inevitable after Japan had decided on the Dutch East Indies as the future source of raw oil which Japan was in desperate need of after America stopped supplying them.

There was sound strategic logic to the JHC's decision even if it failed spectacularly.

Siberia during the time period was basically worthless. It's still extremely hard to develop even nowdays, but back then there were very little work done about it, Soviets have just started developing the small cities past Ural (Novosibirks, Omsk and such) into hubs with population of hundreds of thousands during 1930s-1940s.
And they were literally half the country across from japan.

So Japan would have to go and occupy a whole fucking lot of near worthless land where defender could retreat endlessly and they wouldn't even be having much of an impact until they could hit industrial centers half a country away.

And it's not like it would be an easy thing to do either, Stalin never really left the border undefended, he moved some forces from siberia when things were really bad but he was still paranoid enough to not leave his back unguarded. Soviets kept well over a million soldiers waiting for a Japanese backstab and kept increasing the numbers during the course of the war.
