Maybe. But the devs could start change the system and tie ownership of link tokens to node importance making it like a security, which I feel is more likely and it makes a lot of sense. Having link would get you more money in the network, whether you're paid in ETH or USD.
They omitted the primary token use case in the whitepaper so they could run an unregulated ICO and get it listed on Bittrex.
