The Immigration Act of 1924 created a new quota system where Eastern Europeans (Russian, Czech, Hungarian) were viewed as inferior to Southern Europeans (French, Italian, Spanish), who in turn were considered less desirable than Northern Europeans (British, German, Swedish). Immigration had previously been mostly regulated on the state-level. Each individual state having their own policy with regards to who could enter, although there was still a cap on the overall number of immigrants who could enter per year. The Immigration Act of 1924 placed immigration under the direct control of the federal government, and also cut in half the overall number of immigrants permitted for each year. Furthermore, immigration from China and Japan was completely banned.

They did it because they had half a century of unlimited migration from Europe (and some from the near east) and wanted them to spread out across the country and assimilate.

Also Asians, Italians and Jews (primary immigrants from Eastern Europe) weren't assimilating as quickly as British, Dutch, Germans, Scandos and Poles so they shut the border down to cool the effects of the demographic and cultural change.

From 1965-2015 we've had a similar wave of immigration both in terms of size and length and I expect that US immigration will either be entirely shut down within the next decade or the fundamental character of America will change.

In the 1920s there was a sort of "Red Scare".

Settler countries and immigration magnets like America, Argentina, Canada, Australia had seen a sudden influx of Italian immigrants that usually brought radical communist and anarchist ideas with them. Italy was undergoing political upheaval and anarchist "direct actions" (assassinations, bombs) was the preferred method to spread their ideology.

This, coupled with the fact that in America Italians and Spanish were seen as racially inferior to North Europeans, led to the implementation of these laws to curtail Southern and Eastern Euro immigration and try to return to the Northern Euro immigration that was more common in the 1880s.

But it was a foolish attempt to turn back the clock, Northern European emigration was slowing down and had been replaced by Eastern and Southern European flows.
