Austria and the rest of Germany are actually the same country, just divided by a couple of centuries of habit.

The Austro-Prussian War of 1866 allowed Prussia to Federate Germany, but Austria and some other province were left out as a condition of Austria's surrender.
After that, the Habsburg Monarchy sought closer ties with Hungary to avoid being Anschlussed by post- War of 1870 Imperial Germany; then of course Europe basically disentegrated in the massive shitfest of WWI, so the next opportunity for Austria to be incorporated into the rest of Germany was the Nazi regime.
Since WWII there hasn't really been a desire on anyone's part to unite the two countries, so (I think just for now), Preußenreich and osttereich remain distinct.

It's been long known that Austrians make culture while Prussians make war. When I think of Austria I think of beautiful gothic cathedrals, Wiener Secession, Sachertorte and Johann Strauss. When I think of Prussia I think of uptight marches and clinical autism.
