He's basically explaining how chainlink solves the "oracle problem" in the sense that it acts as an intermediary for contracts written in different programming languages so that they can get the information they need to confirm the terms of the contract were met and send the money. It's a problem because there's no way to ensure the data wasn't falsified if it relies on an "oracle" or central database that holds the information it needs to verify.
