At the time American industry was nothing compared to British or even German industry (which had only just become to lose its stigma of being the China of its time).

In regards to the navy in particular;

American industry by 1914 had already been shitting out top of the line battleships and armored cruisers since the mid 1890s. The only reason that numbers were kept relatively low was because we weren't at war, and when we did finally enter, it ended before production had fully spooled up. Even then, we managed to match new British naval construction numbers and surpass them in quality right out of the gate.

Had we been gearing for a major war for over a decade like the British and Germans had, our Navy would have dwarfed both of them, much like it did 30 years later. But since we weren't, Congress kept a tight noose on military spending. An unchecked USA military budget beginning in 1906 or so would have been a sight to behold.

Well yeah, but to be honest USA had no reason to gear up for war so early, I mean the war itself was an excuse for Wilson to fuck up the economy in the first place so imagine what he'd do if he had more time to make more excuses.
