Well keeping the Warsaw Pact isn't necessary, I could see Poland, Hungary, Czechoslovaks fucking off while slavic states like Yugoslavia and Bulgaria stick with the USSR. Baltics could be let off, they were a liability.

I think Russia is simply too large for North Korea-style repression. Too difficult to centralize and too much flow of people and resources over the borders. Basically it is too open-system.
