you could use Coinbase to get some Ethereum then transfer it to Binance but I don't think its the best place and I don't really know of any other places to do it

most centralized exchanges want a shitload of verification info its gay as fuck if you already have one primary exchange you use and then have to sign up to different ones because they offer specific coins you want. Pain in the ass. We need a huge decentralized, reliable exchange that's much better than etherdelta

i'm somewhat new to it myself, started about 4 months ago. It can seem daunting at first, lots of fear, uncertainty on exactly what to do or where to put your money or who to trust, etc.

So far it has been a good experience for me though, no theft/hacking or any of that. I ordered a "Ledger Nano S" which is a hardware wallet (like a USB drive but with a small screen on it) which is basically hack-proof, can use it even on a compromised computer and still run no risk, there are similar hardware wallets (Trezor, etc) that do similar. I'd look into buying one if you plan to invest heavily into crypto ($5-10k++) because it offers huge peace of mind.

If you're dealing in smaller amounts or just doing it as a hobby there are fairly safe software wallets, the popular one is MyEtherWallet where you can make an account, you'll save your JSOP file/private keys and never give those to anyone and you use that as your "vault" basically where you send all your coins. It's generally not a good idea to leave large sums on exchanges just incase the exchange were to go belly up or do something shady internally, as happened years back with MtGox for example.

Anyway when you first start up you'll want to find a reputable exchange that offers USD deposits/funding, you'll need to provide them with personal information to verify who you are, they may want copies of your drivers license, proof of address, etc. which is common for most big centralized exchanges. After you provide the info it may take them some time to verify it (in my case I had to wait like 3 days) after that you're able to start depositing through whatever various methods they allow. There's always going to be a small % funding fee as well, all of these exchanges make their money through small fees.

Once you're signed up with that particular exchange and verified you can start trading your USD for the crypto that they offer on that exchange.

and to add to that, once you're signed up with your primary exchange and making trades, occasionally some smaller/new coin like LINK being discussed in this thread will hit the market, but only be offered on a select few exchanges at first. You'd have to sign up to the exchange that coin is being offered on (sometimes having to go through a verification process with THAT exchange) and then send some of your funds/coins to that exchange wallet address so you can buy there, and then send your acquisitions to your personal wallet. So there can be some annoying hopes to jump through when you start getting into those kinds of scenarios, but again it becomes easier once you've done it a bit. I think there are also some tools/browser extensions for managing this kind of thing (Meta Mask or something?) but I haven't gotten into that much myself.

Not hard just annoying, especially when they charge fees for transfers, don't all trade the same coins, and many don't take the same payment methods (e.g. Coinbase is the only one of the 4 I mentioned that takes direct CC purchases).
