They've been pretty slow to modernize for one, most of Sub-Saharan African cultures being extremely tribalistic while there were an assload of different cultures/races meant that the creation of a stable nation encompassing several cultural identity that would grow to be monolithic and pacify the region was also extremely unlikely. Colonialism didn't help either.
