When the Germans pushed into the USSR they collaborated with many local nationalists/fascists/general anti-communists. When they left these collaborators suddenly found themselves back in the USSR, but now they all had a mark on their heads. Whatever the NKVD was, it was not incompetent, so simply going back to their lives was not an option. They would get found and executed. So they turned to crime and throughout the 40s, 50s, maybe even 60s, you had these huge bands of former collaborators hiding in the shadows, living by various criminal means. It took a long time to hunt them all down.
