Why did the Nazis collaborate with and arm Eastern European fascist groups such as the Ukranian Insurgent Army to establish breakaway regimes if their plans laid out in Generalplan Ost involved eventually eliminating and deporting the vast majority of their ethnic groups immediately after the war and repopulating them with Germans?

Surely this would mean that after the war they'd have to destroy these states in the event of German victory?

The Germans pretty much gave up on their crazy mass murder plans (minus the one everybody knows about) once they realized that that there weren't enough Germans who were willing to actually move into the areas they wanted to colonize. Seriously, they tried to find volunteers. Nobody in Germany wanted to move to Eastern Europe.

Imperial Germany had the same issue with their African colonies. They could never find enough Germans willing to move to Africa, so they had to rely on local labor.

Generalplan Ost is a bit of a meme, but it's pretty ebin.
Highly unlikely the Germans could follow through, and they'd already evactuated most ethnic Germans from the East well before the War even began. Nothing more than a theoretical outcome, like the various wunderwaffes that some pencil pusher came up with.

But the Nazis used them largely as auxiliary police. Ukrainians hated Jews, Poles and Russians so they were used to spread terror among the locals and to carry out the extermination of Jews in the East.

Except they didn't experience the holodomor. Holodomor happened in East Ukraine. OUN was formed in West Ukraine and their biggest achievement was the massacre of Poles in 1943.
