Horseman's hammers weren't very long and weren't necessarily for unhorsing people, simply to fight against them while also being on a horse. With a hammer this size, you're good enough to strike infantrymen in the head and that's what matters.
When you want to unhorse someone while on foot, obviously you use a long polearm with hooks if you have those.

I don't know where the whole "polearms unhorse people" meme comes from, but it's not true. If a horse is charging at you, you should just stab it with the spike. If a cavalryman has stopped near you, you can attack him with the hammer/axehead or stab the horse again.
