It's more like Scots are Irishmen now

Gaelic culture was pretty influential even among the Anglo-Saxons in a few places, leading to the Insular Art phenomenon

Scottish Highlanders and the Irish are the same people with the same language and culture but Scottish Lowlanders are a bit different

Could be, really hard to say for sure considering how little is known about the Picts. There's a few modern Scottish names with some degree of Pictish origin like "MacBride"
