I'd say Russia is probably the only country where a solid argument could be made, although it's based entirely on religion. The Orthodox faith is far closer to the original Christianity that the Romans practiced, and one direct continuation of this is the fact that the Patriarchs of the Orthodox Church still exist and wield considerable power.

Rome was a mongel empire spread over thousands of miles backed by a strong military and notable for its achievements in engineering, with a culture largely copied from another civilization with adopted elements from the peoples they conquered/assimilated, and often struggled to fight backwards peoples that they in theory should have had little trouble fighting.
