I'd say Russia is probably the only country where a solid argument could be made, although it's based entirely on religion. The Orthodox faith is far closer to the original Christianity that the Romans practiced, and one direct continuation of this is the fact that the Patriarchs of the Orthodox Church still exist and wield considerable power.

There aren't any. The legal continuation was the Eastern Roman Empire, but that's dead. Maybe Finland, as the "rightful heirs" to the Russian Empire, which had the closest relation to the Byzantine royal family, or the Vatican, as the country of the Roman Catholic Church, or even Italy, as the nation-sate of the descendants of the Romans, but it doesn't really matter.
