Liberalism and libertarianism are different. When people talk about liberalism nowadays they usually mean social liberalism and not classical liberalism which is way more similar to libertarianism.

The liberalism you describe is only defined that way in America. Everywhere else on Earth liberalism refers to its classical form.

Liberalism and Libertarianism are polar opposites. Liberalism wants totalitarian control over everyone and everything, and Libertarianism wants freedom and liberty for all.

Anyways regarding historical connotations of liberalism, basically French Revolution and American Revolution made it much more well known and it was popularised in the Victorian era for an EXTREMELY vague overview.

Social liberalism ( give everyone equal rights, leave individuals free, uphold freedom of speech, tolerance of diversity of thought, religion etc., uphold the NAP ) and economic liberalism ( free market FTW, lower taxes and a basic security net/no public security net, anti-comprehensive welfare state, fiscally conservative ie. anti-deficit spending, anti printing money, pro-free trade and anti-protectionism ).
Libertarians are just extremist liberals who take things too literally or dogmatically. Regular liberals are more pragmatic. And even when liberals differ on social issues ( some being progressive and some conservative ), they primarily use the liberal logic of "muh freedumbz" or "muh eequaliti b4 da law" to push their agenda. So you can be a liberal progressive for example. Full blown progressivism would argue from the point of societal/economic de facto equality, unlike liberals who argue from the point of equality before the law. And vice versa for liberal conservatives and full blown right-wingers.

It's to do with the civil rights movement.
Traditionally Democrats were liberals in the classical sense but when civil rights happened the parties effectively switched sides (republicans fought for the union but are now deep south) and thus Democrats changed polices to social liberalism to win minority votes. This is why liberals in US are left wing and in Europe liberals are right wing.

Social liberalism, would be closer to it. Economically, lots of European countries would consider them left-of-centre. Their positions on healthcare and education seem too shy for them to even register as "lefty". Introducing their economic plans in Europe could even be considered reactionary.

I'd posit that maybe that lots of people use that flag because they like to think of themselves as the 'every-man' and thus both big and small government things that they like are thus also 'libertarian' and everything they don't like is big government stepping on them. The 'us vs them' mentality doesn't always align with alleged ideology, it allows some hypocritical thinking. *see image

So, say, government taking a stand against abortion or prayers in school doesn't ring to them them as 'big government', but rather the government acting in accordance with 'the people' represented by them. Anti-libertarianism wrapped in a libertarian symbol.
