Honestly just do greyskull on a 250kcal surplus. Until the gains run dry, then any basic bitch intermediate routine. It shouldn't take too long, 8-12 months depending on diet and lifting progress.
If the gains slow down, add more calories. If you get too much flab, add more anaerobic cardio (the vc1 in greyskull is amazing) a.pomf.cat/uyuwms.pdf
Phraks variant with side lateral raise and a wrist extensor exercise (either reverse curl, reverse wrist curl, or forearm roller) is my recommendation, to pretty much everyone except people looking to strongman or powerlift.

Also his goal is predominanlty upper chest over lower, so incline push ups are arguably more useful than dips, especially if he manages to add weight
