Swimming, calisthenics and other cardio. Also, lower weight with a focus on volume rather than 1rm. Focus on core.

No guarantee that your insertions will deliver you that body though

Dips (chest+triceps)
Pull-ups (back+other body parts)
Chin ups (back+biceps+other body parts)
Dragon flag (abs in general)
Running (to stay lean+some legs)

That's about it, 100% free, no equipment, no supplements, no steroids, you can do it in parks.

Honestly just do greyskull on a 250kcal surplus. Until the gains run dry, then any basic bitch intermediate routine.
It shouldn't take too long, 8-12 months depending on diet and lifting progress.

If the gains slow down, add more calories.
If you get too much flab, add more anaerobic cardio (the vc1 in greyskull is amazing)

Phraks variant with side lateral raise and a wrist extensor exercise (either reverse curl, reverse wrist curl, or forearm roller) is my recommendation, to pretty much everyone except people looking to strongman or powerlift.

For sure find some delt exercises.

You can do side lateral raises with gallon jugs, slowly lifting more and more water, until you have to find something heavier.
You can do some handstand push ups
You cannot get too big of delts as a natty, and this type of physique in mind.

Also his goal is predominanlty upper chest over lower, so incline push ups are arguably more useful than dips, especially if he manages to add weight
