How does one cut fat (i.e. eat at a defect) without atrophying muscle in the process? I'm keeping up my routine, just eating less.

Pretty much impossible. Unless you're a complete begginer or on sterons, your body will eventually unbuild some of your muscles mass for fuel during a cut.
Yet people have eaten at a 20 % deficit without noticable loss in controlled studies
I don't know which studies you're mentioning but those probably didn't involve athletes or lifters. As I said, a complete beginner or just your average person can easily lose fat without losing lean mass. Heck, look at fatties. A bunch of them are on a cut, lift and still make strength and hypertrophy gains despite being in a deficit.
