Because they're not robust enough. They have small torsos and long limbs (which is good for running but will lead to snap city elsewhere).
Sprinting is dominated by the best genetics.

Just that there's more likely to be a bigger pool of potential champions in countries where doping is less risky.
The fact that countries that focus on weightlifting more are relatively niggerless is another part of the reason. These countries tend to be the aformentioned state sponsored dopers. the US is not state-sponsored doping.

It is very hard to go sub 10 seconds without juice. I guarantee that there is not a single clean North American or Caribbean sprinter in the upcoming Olympics.

Sprinting is not an universally practised sport in serious sense. In football, fast players tend to be more racially diverse.
