Parthians always lived in Parthia, which is the province directly next to Pars in Iran.
Scythians got repeatedly blown out by the Persians though for the most part. The best they were able to do against Darius was to constantly retreat and practiced a type of scorched earth policy which actually hurt them more then the invading Persians. In fact if the Greek records are anything to go by as well as the statements made by Darius, the Scythians were more or less subjugated to minimum accept Persians as their overlords.
