This has always been a lame excuse for socialist failures. Every single communist state got so much gibs from the USSR that the lack of trade with the USA (and usually only the USA, Canada didn't even stop trading with Cuba) was really irrelevant. As recently as 2012 Russia wrote of $10 billion of North Korea's debt (read: equivalent to 2/3 of their entire GDP).
