No. Majority if not all of the work force is made up of native Africans. The Chinese get the higher positions because they own the companies. However the pay for being a labor in a Chinese company is incredibly high by African standards, and its good for poor Africans who do not have any education.

If our empire is foreign influence in Europe and other places, then we are losing our empire fast. Europe is more likely to go without us because of the climate accords. The middle east is getting swallowed up by Iran and Russia partly because of pulling out of Iraq and Syria and declaring Jerusalem capital of Israel. China on the other hand needs a lot of minerals and food from China hence the investment.
Secondly Chinese investment is just infrastructure to pull natural resources out of a country. It has no other long standing benificial impact. Furthermore the investment goes to hiring Chinese immigrant workers on these infrastructure programs.
