This is a meme. Bodypart training was huge in the 90s for natural lifters because it worked. Check out Dorian Yates routine

it's actually better for beginners to train the same areas more, as your muscles heal quicker when you're a novice lifter.

You warm up to one heavy set of 5. You may end up doing like 3-5 sets. But they are warm up sets so ultimately you end up doing 1 working set of 5.
