Get him to a gym and make him do a proper routine like SS, SL or Greyskull. If there's no gym near, some user posted what he used to do when he was 16-18 at home with adjustable dumbbells, gymnastic rings, a pull up bar and a backpackn which isn't bad at all and better than scooby's circuit of shit. Here's the routine:
Running: xxRxxRx Lifts: ABxABxx
A (push) (weighted) push-ups 3x5 (weighted) ring dips 3x5 dumbbell military press 3x5 goblet squat 3x5 dumbbell flyes 3x8 skullcrushers 3x8 lateral raises 3x8
and DO NOT do ANY CARDIO, it will fucking kill your gains and make you unhealthy
try to stay above 20% bodyfat, it'll make you look manly

3000 is fine if he's a skelly. He will literally bulk into abs and that will increase his motivation.
