Sending the blacks to Africa was never a seriously proposed government plan. It was a weakly supported compromise meant to bridge the gap between the outright abolitionists and the slaveholders that neither side especially cared for or the blacks themselves for that matter. What little 'recolonization' of blacks to Africa that took place was done entirely out of private organizations on a voluntary basis.

Libya has up until ghadafi's death was a major enemy of the CIA. Charles Taylor wasn't necessarily good for Liberia, but by the time he rose to power, outsiders were already fanning the flames of civil war. So he had to get his hands dirty, which made him look ugly.
