If I was Slovak from occupied territory, I would get pretty alienated by this. First Germans allow Hungary to annex territory and then they freeze it to favour Hungary with only thing preventing further Magyar annexation is Hitler who apparently doesn't give two fucks what happens as long as he can send Slovak soldiers to his wars.

Trying to see it from German perspective, they were honestly mostly clueless about what most Slovaks actually want. Czechs were adamant that Slovaks want to stay in Czechoslovakia, Hungarians were insisting that at least Eastern Slovaks want to return to Hungary, Slovak government insisted Slovaks want independence. Germany took a gamble and let Hungarian troops move in and see how the population takes it, and when it started escalating into a full blown war they had to stop it.

There weren't many Slovaks in the occupied territory, mostly Rusyns and Ukrainians.

Wishful thinking. If they didn't freeze it, Hungary would've ended up annexing all of Eastern Slovakia eventually, Slovak military simply wasn't ready. In the east in particular they had nothing, the garrison was small the officers stationed there were almost all Czechs and they all either went back to the Protectorate or ran away to France/Britain. It's almost guaranteed that Hungary would annex more territories if Germany didn't get involved.
