India is not worthy of conquest, plundering it is sufficient. Besides, they held all the land up to the Indus, that's some of the most fertile land in the Indian subcontinent.

I imagine it's a supply & logistics issue. Besides, the larger your empire, the more difficult it is too manage as the fronts stretch well beyond your cultural heartland.

Afghanistan wasn't bad yet; that happened with the Turks & Mongols.

And, yet, it's actually a key location. The tribals in the area will savage the neighboring territories if left alone, and trade from China either through a northern route or through the Wakhan corridor ought to be secured by any sensible Persian empire.

It's also a lovely buffer against any potential Hindu aggression.

The neighboring territories to the south and west are similarly poor and inhospitable. To the north and east, mountains block travel. This entire region is usually frontier to both Hindu and Persian/Islamic empires because its all fundamentally poor and hard to traverse land from Afghanistan to Persia proper.

Trade traveled through the northern steppe or by sea to avoid the vast northing between central regions Persia proper and Mazandaran and the Indus River in the east. Any route through Afganistan is insignificant.

Perhaps they recognized that having a strong border in the rear is a good place to stop expansion so that you can better deal with other threats without having to keep troops on the front, of they expand into India they can’t use the mountains as a natural defense anymore and they need more troops to defend, kind of why the Romans didn’t bother with Germany because they liked the Rhine as a border.
