Those are the Niederbieber Helmets, not what the Romans would have called them, but based on where the first example was found, archaeologically, in Germany.

Because there weren't any transitional forms. Those are Sassanian helmets, taken directly from Persia. But hey, Romans were a practical people. They were happy to copy something that worked. After all, "Roman" helmets had in fact Gallic origin. Before wars with Gauls, Romans used hellenistic helmets.
