If you were to pick five random people from China and five random people from Germany, the IQ distribution would be very similar. You'd only start to see reliable variance on a region or country wide scale. The general bell curve fit is still in effect even if there's slight differences. And the slightness of said differences means that they're less likely to be a factor in the historical narrative than others.
