dutch and german could be considered one language, however since 1870/1871 it was clear that the dutch wouldn't join a unified germany and the years ever since they pushed their language into being more seperable from german. Until recently Germans did not always speak the same german thus dutch would have fitted into the system

Actually Germans are more Germanic than the French since they actually speak a Germanic language. They're also culturally Germanic and can trace their cultural identities back to the ancient Germanic tribes.
