Yes

in my experience it doesn't really make a difference. as long as you hit your protein and calorie goal you're good, at least as far as gains are concerned.

a lean bulk (250 surplus) is the best way to bulk

only difference is 14% increased recovery speed when over a surplus of 500, which does not equate to the massively increased fat gain
