And before that, Rome was far more developed than han china. Also, 'technologically advanced' didn't mean the same thing before the industrial revolution that it does today. China may have had guns and big cities in the middle ages, but, for example, European armour and architecture was far more sophisticated.
Also, China was very fucking far from stable. Even at the height of the Tang, An Lushan's rebellion almost ripped the empire apart. Then there were the Mongols. Then the Manchu. Never mind the constant internal bickering.
The only thing you got right was the high population. This allowed the Chinese to steamroll all the enemies that could be reached by a man on foot living off the land he passed through. Once they reached areas that required a little logistics to pass through their numerical advantage dried up, and without that there was nothing very special about Chinese civilisation.
