As with any invading/conquering force, over time, more and more locals became "Germanized" and so they also absorbed these locals and claimed them as (and then the locals themselves claimed to be) Prussian. And why not? It was clearly, standing under a Prussian flag, the better thing to be than some dumb peasant slav.

It's funny how you call the HRE an impoverished shithole, but a large part of why so many Germans migrated was because Poland was impoverished and gave German settlers extremely favorable conditions that encouraged them to migrate. And before you blame it on the Mongols, Germans were already being encouraged to settle in Silesia with the aim of economic development a century before the Mongols.

Duke Albert of Prussia was originally the Teutonic Grand Master before he converted to Lutheranism and secularized his state, establishing the Prussian branch of the Hohenzollerns. The Baltic German aristocracy were also influential in Russian politics for several centuries (including Kaiserreich meme rulers like Wrangel and Ungern-Sternberg). A good amount of German commoners from the region are most likely Germanized Balts, though.
