Under Qianlong, the Qing dynasty attempted to invade the territories of the Konbaung dynasty in what is now Myanmar four times without success, with significant consequences for the history of the southeast Asian region. The basis of the conflict lay with the Shan states, who while theoretically subjects of Beijing, also acknowledged the suzerainty of the Konbaung court. Hoping to restore the Ming dynasty era borders, Qianlong made several unsuccessful invasions against the Konbaung.
At the time, the Konbaung was engaged in conflict against kingdoms in what is now Thailand Laos, at which point they had already burned Ayyutthaya to the ground (the ruins are now a historical site in Thailand). The arrival of Qing forces incentivized the withdrawal of Konbaung troops from the Eastern frontier, effectively saving Thailand from destruction. While the Konbaung resistance was highly effective, the generals on the Burmese side wisely sought a peace-settlement and an exchange of prisoners, recognizing that the Konbaung would not survive a protracted conflict against a Chinese armies. Qianlong would be satisfied by acknowledging Burmese submission in principle, even though the Qing court never truly held sway over Konbaung internal or external affairs.

It is highly populated, has an ancient history of independence and resistance, is close to wilderness, and is surrounded by waters.

You cannot simply replace existing state structures in a few years, they have been there for too long, you cannot send enough people to police those who live there, you cannot keep those people from walking away from areas you control, and you cannot close it off from outside support easily.

I think this is a factor, but all of the above would also work if they were a single ethnicity. Multiple ethnic groups is equivalent to ancient history, IMO, it makes it harder for outsiders to gain legitimacy to rule.

Why conquer a bunch of steppeniggers? They have nothing to offer you and your administrators can't keep them under control for any reasonable period of time.

Similarly, why conquer a bunch of jungleniggers who have a bit more to offer you but are just as impossible to control? Better to accept tribute from them but otherwise leave them to their own devices.

Not really, considering Southern China was Junglenigger territory before being HANED during the period of Southern Expansion.

Jungles are very annoying to humans that didnt evolve in them.
