It has an already functional app which aims to be the Venmo of blockchain,

It's ICO price was 1000 per eth plus some tiers getting 50% or 100% bonus. It got JUSTd pretty hard as it's trading around 15 cents when the ICO price was 30 cents.

I don't know if it has a future or not but this might be a good entry point if it does.

The SUMO devs have always been in active development. Over time, they have consistently released new features to the coin.
