doing the starting strength workout and massive amounts of cardio and new diet. It's not my first rodeo but I'm really impressed with myself for not doing anything for 4 years

get to 190 pounds, seems like a good weight for someone whos 5'11 183 atm, gonna feel good not having to cram food down my throat every 30 minutes

I don't really see the point of doing cardio except for improving stamina desu.

Lifting make you loose fat too, don't worry and don't rush.

You can do cardio, but not at the expense of your lifts. So don't run before you lift and dont run an excessive amount when you do.

can you/should you run on rest days? or jog an incline?

>You are allowed to do whatever you want. If your goals are mass and strength and you are a rank novice you achieve that better with off days rather than cardio days. My preference would be 30 mins post workout on Wednesday and then a Saturday session. Rest on Tues/Thurs. Rest days are when you grow and get stronger.
