Achieving this is quite possible, lad. My ex had this kind of booty back when she was hot. She played soccer and lifted weights. So, probably a combination of sprinting and squatting will give you a qt booty. Throw in bicycling for good measure and you're probably golden.

Avoid too much core work. Light RDL over heavy deadlifts. Leg press over squat. Ab vacuums like Zane (lying and seated for increasing lengths) You don't want to accidentally build big blocky external ab muscles, but you do want powerful internal abs and the only way to do that is to suck your gut in prpgressively. Finally, lose weight. If you waist is still too big, Corset training, cryofat reduction, and lipo are options, but all carry risks when you are pretty close to ideal proportions.
