OP let me give you a quick overview of turkish history.
The earliest account of turks and other turkics was from the Xiongnu which was a tribal confederation between turkic and mongolian tribes. After centuries of war between them and the chinese the chinese managed to win and the whole thing fell apart.

A part of them went west and became the huns who terrorized the roman empire and pushed the germanics south leading to the fall of rome.
Another part of them went also west and conquered central asia where in those times iranian and other indo-european nomads lived, its possible that many of these people had the aryan blonde blue eyed look. Anyway when the turkics conquered the place they didn't kill all the locals but race mixed with them creating the central asian turkics like turkmen, uzbeck, kirghiz and kazakhs, this is also why the turkics in central asia look so different from eachother.
So after a while many of these turkics went further west and created several states like the khazar, pecheneg and cuman khanate.
So basically the blonde blue eyed looks come from the people they conquered as turks in general didn't genocide the people they conquered but they interbred and assimilated them this is also the case with anatolian turks for example.
