Check the sticky. The general advice is bulk/cut/recomp to about 15% bodyfat while doing a barbell strength training program with accessories. It takes most brahs a couple years and well into intetmediate progression. The OP of that pic lurks and posts here so you can also just ask him what he did if he turns up.
