Both pictures are artistic representations, we don't know how they looked like, they could have been multicoloured as well.
The second picture makes sense tgough since the only 100% scaly animals nowadays are crawling or marine, while the only bipedals (except mammals) have feathers.

Feathered T-Rex looked awesome, that model is not very realistic. They looked more like this pic. (A related species found in China with their actual feathers intact)

Fossilized feathers were already found, as well as the quills. This is no longer an issue of scientific debate. The consensus settled in 1998 - theropods had feathers.
