They had the means and infrastructure in place to keep it going. They even had a chance to rebound during the last 100 years of the Western Roman Empire...even when the East came back to liberate it from the barbarians...they still managed to muck it up.
In all fairness Rome did stagnate horribly because they became the victim of their own success. Their military tech actually started to lag behind that of the barbarians that fought for them and the ones that invaded.
If the Roman Empire hadn't fell then the Dark Ages wouldn't have happened...which is the reason why the medieval period is not an example of the decline of civilization but how civilization can rebuild and develop at the tail end of stagnation.
