That makes no sense. The Carolingian Empire was a single unity, with all provinces and territories under the control of the king; that’s not what the EU is at all. The HRE on the other hand was a very loose confederation of dozens of states with no strong central authority and high degrees of autonomy, which is basically the EU.

And yes while it's true the European Parliament which is a democratic european institution has less power than it should have, it's well known that the nationalists systematically vote against giving the Parliament more power, because of fucking course they would not want an european institution to have more power.
