State lines existed before that, The Wild West was settled(meaning the flyover country binds together the 2 coastal zones)
Something like the FBI had existed for quite some time by then, and it actually pushed its hand, meaning states didn't leave soly to barricade their borders and strengthening their police force.
Army has to some degree always been national, meaning there is nothing to leverage by military force. Canda and Mexico was not in interest of invading, or trying. A sea invasion was unlikely in 1930s, and even into the 1940s it proven too long of a supply line for Japan.
Eventually, effort was made, to avoid the cities falling into civil war, over paper money. If the populist effort was not made, USA would most likely have collapsed and splintered.

Not that disenfranchisement of a decent sectection of the population was good, but trying to fold completely different cultures into one nation is untenable without either massive commercial decadence or central control that inevitably comes to represent a third set of its own interests. Its pretty plain to see how its playing out as the relative material wealth comes back down to Earth and the expansion of "rights" begins to really stretch its limbs and expand through immigration and reclassification.
