Because Italy's government was shit-tier in WW2. There was little in the way of planning, preparation, organization, strategic calculation, motivation, or setting industry to a war footing.

Their officer corps was a trainwreck. Infighting, personal grudges, sacking political opponents, allowing divisions to go unsupported, literally stealing each others' supplies, hiding plans from each other, and more fucked up garbage and complacency.

I mean, the Nazis had some of that even, but goddamn the Italians never had the drive to accomplish anything as commanders. For fuck's sake, they almost lost Albania to Greece despite having an unimaginable advantage in almost every respect but leadership quality.

It was for a longer time than it hasn't been. Peace in Italy is a very recent concept. Friendly, they have always been, prideful too, but peaceful and friendly do not mean the same thing. Remember Italians consider Roman history to be their own, not just Renaissance Italy and forward.
