You can't tell me however that the Nazis didn't set up mobile killing units unleashed on Soviet land with vague orders and direction, pretty much given free reign to execute every Jew and terrorize the local population. There's too much evidence and historical apparatuses to say that's not what happened. So was it just apart of "war"? Were groups like the Dirlewanger Brigade outliers or common among many?
