From what I understand, height is limited genetically, but reaching that limit comes down to nutrition.
So someone could have the potential to reach 6'0 and have such bad nutrition in adolescence that they only grow to 5'8. Another kid could have a maximum potential of 5'10 and, with excellent nutrition, grow to 5'10.

In northern Europe, they have better diet, with seafood as their foundation (the healthiest kind of meat that needs less processing), and a established culture that focuses on health and movement (bikes are far more numerous in Norther Europe than in the US).
There are even hypothesis that the cold weather might make people taller. It's difficult to test and seems this is unlikely due to very hot countries can still have tall people, but it's something to think about.
