The structure of the Holy Roman Empire after imperial reform essentially meant it couldn't start wars of conquest, because the only way to get all the states to agree to fight was if the Empire was attacked (or threatened by a constant external power like the Ottomans).

It wasn't really an empire, more like a confederacy of feudal states. The control of Italy was important, not because controlling Rome would lend the empire imperial legitimacy, but due to the fact that feudal lords could extract tribute from the rich italian city-states. The duchy of Milan, was created for that exact reason.

It included many non feudal states and republics too. Like the Empire was an Umbrella for so many so diverse entities and everybody was free to do their own thing for centuries as long as they kept to some basic laws and rules.

Wrong, the HRE the Habsburgs is what killed the Empire in the end, medieval pre Habsburg HRE was way more relevant and stable. The Habsburg's lust for power lead to the attempted centralization of the staunchly federal empire under a strong emperor created rifts that eventually lead to the self destruction of the once proud empire. The first 500 years of the HRE was the good time, the last 250 is just crisis and decline.
