The real cheat in modern warfare are autonomous rockets like the Tomahawk. They are relatively cheap to build, you don't risk the life of a highly trained pilot, hit with amazing precision, and have a range big enough so that you can shoot most targets from sea. Basically, park your navy in front of the coast of the country you want to invade, spam Tomahawks until all the enemy infrastructure is down, then move in with your real army. This strategy is only doable by the US because it can outmuscle anyone when it comes to spending on warfare, so yeah, it really is a cheat.
