There is no best form of government. Technological progress in general and locally, as well as other environmental and internal conditions lead to different types of governments. Most of the time, the current government of every state is the most adequate government for it.

No. History can tell us which form of government in the past has been the best, but it cannot let us fully understand which form of government would be the best. Something that has been successful in the past might fail if tried again, and something that didn't succeed might be great in different circumstances. And that's not counting all the forms of government that have never been attempted or put into practice, or even thought of yet.
