All fascism follows similar stages of development. Nowhere does Paxton argue that all fascism is Nazism. Just that its radical transformation of the state and increasingly radical behavior (such as devoting significant manpower, in 1944, to the continued liquidation of Jews) is one of the two possible outcomes to fascism once in power.
