Not necessarily, my hairline is similar and it was like that for the last 10 years (I'm 29). I hope it won't move. My father has full hair at 65.

I had long hair to my ass, 5 years or so growing it. I had the same receding hairline as OP's pic, I just shaved it entirely and... Eh, it didn't look too bad but I didn't like it.

I'm just regrowing it and it's been a little over a month and I keep getting compliments on my hair from everyone. It's still spiky since it hasn't grown enough but everyday looks better, imma be taking picture every couple weeks until I have long hair to my shoulders and then I'll decide when I looked better

No, The majority of men have "receding temples" despite never going bald. It's pretty normal for guys hairline to recede a bit like in IPS pic, though not usually as dramatic.
